Las Vegas Police Officer Arrested After Alleged Misconduct During Vehicle Call

A Las Vegas Metropolitan Police Department (LVMPD) officer has been arrested and charged following allegations of inappropriate conduct during a response to a vehicle-related call earlier this month. Authorities say the incident is now the subject of a criminal case and internal review.

According to an arrest report, Officer Manuel Ramangmou of Metro’s Southeast Area Command responded on May 9 to a call near Sunset Road and Pecos Road involving a suspicious vehicle parked on private property.

Security personnel had reported that a van had remained in a commercial parking lot overnight. When officers arrived, they found a woman, later identified as April Woolum, inside the vehicle.

Initial Contact

Police stated that Officer Ramangmou approached the van, identified himself, and requested identification. He also informed Woolum that she could not remain on the property and instructed her to move along.

Body camera footage reviewed by investigators reportedly shows the initial interaction between the officer and Woolum lasted several minutes before it ended.

Allegations

According to the report, the situation continued after the body-worn camera was turned off. Investigators allege the officer made personal comments about Woolum’s appearance, asked to exchange phone numbers, and requested physical contact.

The report further states that he directed her to an area behind bushes away from surveillance cameras, where the interaction continued.

Woolum told investigators that the officer hugged her, touched her lower back and buttocks, and asked for a kiss. She stated she felt intimidated and believed she could not refuse because he was a police officer.

Authorities say surveillance footage from a nearby business partially supported that additional interaction occurred outside the main camera view.

Digital Evidence

Investigators also reviewed text messages allegedly sent from the officer’s phone to Woolum after the encounter. The messages included informal and apologetic language, including statements such as “Hey April, it’s Manny,” “Sorry if I scared you lol,” and “Hey, how are you?”

Police say the messages are part of the broader evidence being considered in the case.

Charges

Officer Ramangmou has been charged with oppression under color of office, a charge related to alleged misuse of authority by a public official. He is scheduled to appear in court on June 18.

LVMPD has not publicly detailed any additional disciplinary actions but confirmed that the case is under review.
