Two men from Jefferson County have been indicted on multiple felony charges after prosecutors alleged they defrauded Colorado’s Medicaid program of approximately $12 million through a business that billed for eyewear patients never received.

James Andrew Heath, 33, and Jared Parker Heath, 37, were indicted June 12 in Denver District Court, according to a news release from Colorado Attorney General Phil Weiser. Prosecutors allege the two men falsely billed Medicaid for glasses and optical materials through their company, QuickSpex LLC.

Allegations Outlined by Prosecutors

According to the indictment, the Heaths allegedly exploited Colorado’s Medicaid optical program between 2021 and 2025 by submitting false claims for eyewear that was never delivered or was only partially provided.

Investigators said Medicaid was billed for 937 glasses frames for just 10 patients. Those patients reportedly told authorities they either received nothing from QuickSpex or, at most, received four pairs of glasses.

Prosecutors also allege the company billed Medicaid millions of dollars for thousands of frames during periods when it did not have a fully operational business location and could not have provided the volume of eyewear claimed.

Use of Alleged Fraud Proceeds

According to investigators, funds obtained through the alleged scheme were used for personal purchases, including a home, vehicles, and investments in a diamond business.

The Attorney General’s Office said the case involved coordination with federal partners as part of a broader effort to protect public healthcare funds.

“Defrauding Medicaid directly harms the public, particularly Coloradans who rely on the program for basic healthcare,” Weiser said in the release. “Those who do so must be held to account.”

The indictment charges both men with:

  • Six counts of Medicaid fraud and waste
  • Five counts of cybercrime
  • One count of money laundering
